• We have to convert it into utf8 (as the database is posgis), in notepad, open the uga.sql file and convert it to utf8 OR
  
• using -W LATIN1, just change the first line to SET CLIENT_ENCODING TO LATIN1;

  Encodage>convertir en utf8
  

And save the file as : transitional_watersutf8

  UPDATE uga2010.uga SET the_geom = ST_transform(the_geom, 3035); 
  ALTER TABLE uga2010.uga ADD CONSTRAINT enforce_srid_the_geom CHECK (st_srid(the_geom) = 3035);
