gdal url:[http://www.gdal.org/][[BR]] is a translator library for raster geospatial data formats that is released under an X/MIT style Open Source license by the Open Source Geospatial Foundation. As a library, it presents a single abstract data model to the calling application for all supported formats. It also comes with a variety of useful commandline utilities for data translation and processing. [[BR]]

In fact gdal comes with two main tools (executable files), the command files for gdal are in C:\OSGeo4W\share\gdal
 call >cmd
C:\OSGeo4W\bin\ogr2ogr
or 
C:\OSGeo4W\bin\ogrinfo

Some work with postgres and so far I've failed to make them work either in rgdal or gdal, fuck !
