Inspire Layer

Description
The inspire layer is available for download and we should use it.
1- download it
2- put it in postgis
Check that the topology is correct
If so check how to use it
If not then check if it is possible to do a chaining work

Some layers are selected and imported into postgis: Import layer postgis?.
