Adapt upstream segments calculation in spain to include portugal
A column chemin.portugal has been added to the spain.rivers
Update this chemin.portugal to add the chemin portugal from the most downsteam segment (frontier) to all upstream segments in spain.
Create an upstream_segment for spain that returns two columns, one for spain, one for portugal. In the case of non frontier rivers then the column corresponding to chemin.portugal will be empty
